The site is located within Flood Zone 1. There is a low risk of flooding across the majority of the site.

Impact on neighbouring area

The development will be landscape led and designed to soften views from the countryside and surrounding properties. Careful layout and boundary treatments will ensure that the privacy of existing neighbours is respected and maintained.

A noise assessment will be undertaken and submitted as part of the planning application. The assessment will be carried out in accordance with all relevant national and local policies and follow government and industry guidance to ensure appropriate noise levels across the development.

Highways and transport

The site will be accessible by car, public transport, cycling and foot. A new vehicular access will be provided via a new T junction on Tye Common Road. Pedestrian and cycle access will be provided from Blunts Wall Road to the north and Tye Common Road in the south eastern corner of the site.

A comprehensive Transport Assessment has been prepared, including detailed traffic modelling and consultations with Essex County Council. The modelling shows that the proposals will not contribute towards congestion on the local road network, in accordance with the National Planning Policy Framework (NPPF) guidelines.
A Road Safety Audit has been conducted, and new pedestrian crossings, bus stop improvements, and highway enhancements are included to ensure the scheme is safe and accessible for all users.

The proposed access has been designed to accommodate a future connection to the safeguarded route of the South West Relief Road, contributing to long-term traffic improvements in the area. The design has been reviewed through a Road Safety Audit and is compliant with Essex County Council highways design standards.
Planning

The site is identified as a draft allocation within the emerging Local Plan known at Policy H6. It was also previously allocated for residential uses within Policy H17c of the withdrawn Local Plan.
Programme

We hope to submit an application in summer 2025 following consideration of the comments received during the public consultation.

Subject to planning approval and further Reserved Matters applications, construction could begin from 2026 onwards, starting with enabling works and infrastructure delivery.

A Construction Management Plan will be put in place to manage things such as this. This would be secured by condition on the application and will be implemented during the construction phase of development.
