The Proposals

The site

The site is located south west of Billericay town centre. It lies directly to the south of Blunts Wall Road and is bounded by Tye Common Road to the east, and agricultural land to the south and west.

Several local amenities are located within a 10–20 minute walk or a short cycle ride from the site, including Billericay Railway Station, schools, convenience shops, healthcare facilities, sports clubs, and Billericay town centre.

Planning context

The site is currently within the Green Belt but is being promoted through the emerging Local Plan. It is identified as a draft allocation known at Policy H6. It was also previously allocated for residential uses within Policy H17c of the withdrawn Local Plan.  

Delivering sustainable sites like the one proposed is essential to providing well-designed homes that meet local needs and contribute to meeting housing targets.

What is an outline planning application?

Outline planning permission seeks to establish the principle of development. Details such as housing types and mix will be determined through future Reserved Matters applications.

Benefits

The proposals would deliver a sustainable, accessible and well-connected new development featuring up to 175 new homes and providing the following benefits:

A range of housing types including 50% affordable provision to meet a variety of local needs, with new residents supporting the local economy through job creation and expenditure.

Energy efficient homes built to Future Homes Standards and incorporating various energy efficiency strategies, further detail of which is located in the sustainability section of this website.

Enhancement of existing landscape features including significant areas of green open space, children’s play area and biodiversity improvements.

Highways improvements including the potential to accommodate a future connection to the South West Relief Road if required in the future.

New pedestrian and cycle routes, connecting to the existing public footpaths and wider area, contributing to a healthy and active community.

Financial contributions towards local community infrastructure through S106 funding, as well as approximately £440k in council tax income for Basildon Borough Council.

A £44.8 million investment in the scheme’s construction, creating 50 new jobs in Essex and providing a £17.3 million boost to the local economy in Essex.

New homes

The proposals would deliver up to 175 new homes, including 50% affordable homes, across a variety of house types to meet a range of needs.

Details, such as the design of the homes, would be agreed through subsequent reserved matters application(s) and will ensure that the development is sympathetic to Billericay’s character with regard to architectural style and materials. The imagery on this website provides an illustrative example of how these new homes could look.

Sustainability

We are committed to becoming net zero in our operations by 2035 and across our value chain by 2045, five years ahead of the UK’s target.

Taylor Wimpey was the first UK homebuilder to achieve the Carbon Trust Standard for our overall approach to carbon management, including our policy, strategy and verification of our data and processes. We remain the only volume housebuilder to hold this standard.

In 2025, the Government will make a major update to the standards for new build homes - the Future Homes Standard (FHS) - designed to increase energy efficiency and reduce greenhouse gas emissions. The ultimate goal is to help the UK reach its national net zero target.

Taylor Wimpey is testing a wide range of new technologies and fabric solutions in five trial prototype homes to help provide significant insight into how to address major industry challenges to deliver zero carbon ready homes in readiness for the incoming FHS changes. The aim is to find solutions to build high quality, low carbon homes.

Homes will be built to Future Homes Standards and incorporate various energy efficiency strategies which may include Air Source Heat Pumps, Triple Glazing, Improved Airtightness, Underfloor Heating, Smart Heating Controls, Photovoltaics, Well Insulated Walls, Wastewater Recovery. Broader site sustainability measures include:

  • Sustainable Drainage Systems

  • Area included for Biodiversity Net Gain

  • High quality footway / cycleway links proposed

  • Improvements to Bus Services

  • Travel Plans / Coordinator’s to reduce the need to travel by car

Landscaping

The proposals include the enhancement of existing landscape features and provision of extensive green infrastructure including:

  • Wildflower meadows, new hedgerows and tree planting to deliver Biodiversity Net Gain

  • New public open spaces, including a play area

  • A landscaped edge to the development, softening views from the countryside and surrounding properties

  • A sustainable drainage system to manage surface water, reduce flood risk and deliver ecological benefits.

Public open space

The proposals will deliver large areas of green open space across the site. This will include a central green featuring children’s play area. A series of recreational routes will also be incorporated throughout the site.

Sustainable Drainage

A series of Sustainable Drainage Systems (SuDS) including attenuation ponds and swales, are being considered.

Highways and Access

The site will be accessible by car, public transport, cycling and on foot.

A new vehicular access will be provided via a new T junction on Tye Common Road. This access will be carefully designed to ensure safe and efficient entry and exit for future residents, and service vehicles.

It could also accommodate a future connection to the safeguarded route of the South West Relief Road, contributing to long-term traffic improvements in the area. The design has been reviewed through a Road Safety Audit and is compliant with Essex County Council highways design standards.

Pedestrian and cycle access will be provided from Blunts Wall Road to the north and Tye Common Road in the south eastern corner of the site.

Encouraging active travel methods

The development will deliver a network of high-quality pedestrian and cycle routes linking seamlessly into the surrounding area. This includes connections to Public Rights of Way and National Cycle Route 13, as well as local amenities. Safe cycle storage will be provided to support this.

Widened footways and new crossing points will be provided.

New and improved bus stops will be delivered along Tye Common Road, further encouraging sustainable travel methods, Discussions are ongoing with Essex County Council as local highways authority, regarding the potential to improve local bus frequency to surrounding towns.

The implementation of a Residential Travel Plan will promote active travel through the following measures:

  • Personalised Travel Plans for each household.

  • Digital travel information packs highlighting sustainable options.

  • Provision of secure cycle parking and enhanced walking/cycling routes.

  • Installation of electric vehicle (EV) charging points for all homes.

  • Support for future bus service improvements.

  • Targeted initiatives to reduce reliance on single-occupancy car journeys by 5–10% over five years.

A Travel Plan Co-ordinator will be appointed to manage and monitor the Travel Plan.
